At present, our country is in the period of social transition, economic development is not in the equilibrium with multiplying social contradiction, therefore the ecological environment has been destructed and even various natural and man-made disasters has appeared repeatedly. Hence, the public interests were threatened in many aspects, emergency response has become an unavoidable key subject faced by the government. In emergency management, emergency information resources is more important and crucial than the material and technological resources, and it has been confirmed as the bridges and links for mutual communication and collaborative operation among all kinds of emergency management departments, management levels and nodes. It is the fundamental prerequisite and important basis that the government makes complete implementation of the functions in emergency management. Research on emergencies oriented information management will provide a positive impact on maintaining timing, efficient and organized work of emergency management, and it could also produce the important practical significance.This study toke the emergencies occurred in information era as macro perspective to make theoretical analysis and practical summary which was based on various theories and methodologies in terms of management, sociology, informatics, communication and psychology, a series of problems in regarding to the emergency information collecting, processing, launching, communicating and system application and management have been dealt with by using text analysis, empirical analysis, comparative analysis and other methods. Some innovative ideas and opinions have been put forward. This paper was divided into six chapters:the first chapter is the Introduction, in which the research background and its significance have been depicted, and the status quo of the domestic and foreign researches has been reviewed to clarify the research pathway and methods. The second chapter is Basic Theories of Emergencies and Emergency Information Management, in this chapter, the paper analyzed the characteristics and the impact of unexpected events, defined the categories and effects of the emergency information, and illustrated the connotation and functions of emergency information management. The third chapter is Processing Methods of Multi-stage Emergency Information, the paper researched collection methods of multi-agent emergency information, main responsibility ascription based emergency information matching process, and quality assessment based emergency information filtering processing. The fourth chapter is Study on Emergency Information Control with Public Transparency and Expectation, this paper addressed the basic principles and control methods for emergency information dissemination, clarified the main functions and basic characteristics of emergency information dissemination, discussed the basic strategy of emergency information transmission and control. The fifth chapter is Design Methods of Integrated Emergency Information System. In this chapter, this paper reviewed evolution history of emergency information system, constructed the framework and supporting system of emergency information system, designed the model of multi-agent based emergency information system, and expounds the effectiveness through the concrete application example of emergency information system. The sixth chapter is the Conclusion and Forecast, outcomes of the paper has been summarized and the direction of further study has been determined.The major outcomes and innovations of the study are listed as follows:First,this study discussed emergency information processing from the perspectives of emergency needs and information quality assessment, and it is a multi-stage program that matching and filtering processing have been used in constructing multi-stages of emergency information processing, while the limitations of traditional studies in single stage information processing has been avoided. In matching processing, the different needs based on the dimensions of time, department and pattern have been involved to design the first stage processing, which is focused on screening emergency information. In filtering processing, different assessing indicators and weights have been used in each emergency stage, so that the second stage process of emergency information screening has been created with the fuzzy method adopted in information quality assessment.Then, this study has combined the needs of public transparency and expectation, relevant strategies of emergency information dissemination control has been designed. The attempt has been made to change the traditional way adopted in controlling emergency information, which is either focused on public transparency by law, or put more weight on public expectations, therefore, the public rights to know, to express, to supervise and to participate have been put into consideration to design the strategies of dissemination control.The last, it is acknowledged that the emergency information system was more focused on resources integration in present studies and construction of emergency information management, therefore, those aspects in terms of activity coordination and intelligence and independence of emergency information processing were relevant lagged behind. This paper toke the angle of activity coordination, studied how to promote the effectiveness and timeliness of emergency information management, meanwhile, based on the theory and methodology of multi-agent, discussed the pattern of multi-agent emergency information management, the matrix framework was constructed, and vertical and horizontal coordination patterns in emergency information management was designed.
