The Research Of Network Public Opinion And Openness Of Environmental Information From The Perspective Of Public Participation

In the Internet age,with the increasing emphasis on environmental information,the network public opinion has been a result of public participation.The public tried to get more public information disclosure through the government and net as a new way of public opinion.The study of the internal logic of public opinion,the mechanism of government environmental information openness and the relationship between them can play a very important role in resolving social conflicts,easing the relationship between the people and the government,maintaining social stability and promoting social development.Meanwhile,the study attempts to be based on the theory of public participation theory and conflict theory,and take Shanghai J district PX event as an classic example to analyze the process of public opinion and environmental information,which is combined with the quantitative study of the data.In this study,it's found that the process of the formation of public opinion in the event has its inner context.The openness process of the environmental information in the event is disclosed as "migratory birds type" as the dynamic action mechanism,the main process is"ostrich type"-"cuckoo type"-"queen of bees type".Meanwhile,The network of public opinion as an independent variable,environmental information disclosure as the dependent variable,these two are relevant.And then,dig out the implicit in this event the core issue,that is,the conflict between public rights and government power.Specific conflict points are distributed in the public participation rights and government regulation power,public discourse rights and government discourse power,public right to know and government open power and public ecological rational rights and government economic rational power four parts.Finally,we attempt to divide and clarify the conflict between the public and the government's power,and advise the "shared+ service","legal + moral","active +communication" three paths,Aimed at effectively mitigating the conflict between public rights and government power.
