Investigation On Participation Of Charitable Institution Of China In Provided Public Products

Since Reform and Opening up, social economy has developed rapidly, but gap between rich and poor is also widen gradually. Some people join vulnerable groups for various reasons. As China's social security system is imperfect, requirements of basic public goods of vulnerable groups can not be satisfied. Pointed out on the Seventeenth Congress of the Communist Party of China, as the supplement of social security system, the role of supplying public goods charitable organizations played must be valued.This paper analyzes the need and feasibility for charitable organizations to provide public goods. The supply of charitable organizations targeted at vulnerable groups. The stronger response of demands for the public product is made by charitable organizations, the more influential of participations of charitable organizations in the supply of public goods can be, the more effective in leading social environment. The encouragements of government on public goods supplied by charitable organizations and the perfection of legal system can assure public goods for vulnerable groups are provided by charitable organization effectively.The core process of provision public goods of charitable organizations is acquisition and distribution of resources. The way of raising funds by charitable organizations is to raise resources used in the division of public goods for vulnerable groups from society. After the acquisition of resources, through the effective and bright allocation mechanism, charities convert the resources into public goods that vulnerable groups needed。During the process of acquisition and distribution of resources, because of the limitations of charities its own, there are lots of problems appearing.Such as the lack of organization, the decrease of public trust to the credibility of charities, causing many difficulties in acquisition and distribution of resources. Because of lack of enthusiasm and power, charitable organizations can not give an effective response to the demand for public goods of vulnerable groups. We must rebuild process of public goods provision by charitable organizations, strengthen the construction of charitable organizations, enhance the capability of acquisition resources and response to the demands for public goods. Otherwise, we must assure the discipline of charity itself to avoid losing effects in the process of public goods provision as well.The participation of charitable organizations in the allocation of public goods for vulnerable groups plays great important role in the social security system. Charitable organizations are becoming more and more significant in the social security system in the future. It can ease the push brought by the gap between rich and poor to the stability of society efficiently. The role charitable organizations play in the allocation of public goods for vulnerable groups are changing and will become one of the significant forces.
