Study On Autonomy Validity Of National Autonomous Region's Government Regulations

China is a multi-national country. National regional autonomy policy is a main policy to do with the national issues. In the Constitution, this policy is stipulated as a fundamental political system, endowing every national region with extensive autonomy. The national autonomous region's government, as one of the regional organs, acts as the main body to implement the autonomy. When implementing such rights, the national autonomous region's government is allowed to set down the regulations according to its own national and regional circumstances. These regulations are autonomous, ensuring the equal rights and legal interests, and further more, contributing to the development of economy, culture, and all social affairs in the region. In addition, such national autonomous region's government regulations are beneficial to forming the socialist national relations featuring the unity, equality, and mutual help between nations. In enhancing the defense of the country, these national autonomous region's government regulations also plays a vital role. Although those regulations issued by the national autonomous region's government help a lot with implementing the national policy of national regional autonomy, the academic circle has not paid enough attention to the autonomy degree of national autonomous region's government regulations. Therefore, by looking into the autonomy validity of Ningxia Hui Autonomous Region's government regulations, the thesis hopes to promote and develop the functions of the national autonomous region's government regulations in legal construction and implementation, so as to carry out the national regional autonomy policy more efficiently.Apart from the introduction and conclusion, the thesis consists of three chapters. Chapter one is the theoretical analysis of the autonomy validity of the national autonomous region's government regulations. It first defines the concepts of national regional autonomy and national autonomous region's government regulations. And then the theoretical evidences for the national regional autonomy government regulations' are analyzed. Chapter one lays a theoretical foundation for the chapter two. Chapter two is a case study in autonomy validity of the national autonomous region's government regulations. It takes Ningxia Hui Autonomous Region for example. First it sorts out Ningxia government regulations in successive years. Second, it chooses some regulations to analyze the achievements and the insignificances in their autonomy validity.Chapter three points out the reasons of these insignificances of national autonomous region's government regulations.And then some suggestions are put forward against these reasons.
