Research On The Citizens' Letters And Visits In China At This Stage

Letters and visits system is a system with Chinese characteristics.It is not only an important part of the Party's mass line,a "thermometer" helping the Party and the government understand the social conditions and public opinion,a "regulator" of the policy, but also one of the main channel of our citizens'political participation at this stage. Furthermore, it is the social conflict's "safety valve".With the unbalance social transformation and change, a large number of social conflicts emerged, which made the stability and unity become the main objective of our letters and visits. At this stage, letters and visits of our citizens bears the function of the political participation, the expression of interest,the resolving of disputes and the remedy of rights. Because of the complexity and difficulty of the letters and visits'function, the drawbacks of the system of letters and visits revealed day by day, and became a Gordian knot of the Party and the government. This article try to study the current situation and the problems,to find the direction of reform of the letters and visits,in the theory of political participation, social conflict and the CPC's mass line.The first chapter is the description of the meaning and purpose and methods of the research, while assorting and introducing the exist research related to the letters and visits at home and abroad, in order to provide a basis to this research. The second chapter is the description of the theory of political participation, social conflict and the CPC's mass line which will be used in this article, as a theoretical tool for future research. Furthermore; this chapter will analyze their relationship with the letters and visits to define their value and significance. The third chapters is to present the function and the types and the main characteristics of our letters and visits in the combination of the theory of political participation, social conflict and the CPC's mass line. The main features of our letters and visits at this stage include:a high number of letters and visits; the diversify of the participation subject; the chance-choosing of the letters and visits'activities, the concentration of the letters and visits'content. The fourth chapter is to present and explain the problems of our letter-visit system, using the theory of political participation, social conflict and the CPC's mass line. The problems include:the high-input and low-effectiveness of the government letters and visits work; the non-normalized of the letters and visits'activities; the growing of Shigenobu and revisited; the reduction of the letters and visits in public welfare and strengthen of the letters and visits in personal interests; the continue increasing of the letters and visits involved in the law etc. Furthermore, this chapter also make comprehensive analysis from "the concept of static stability",the internal and external causes of the letters and visits system. The fifth chapter is try to propose some solution to the problems which were presented in the forth chapter from different perspectives of political participation, social conflict and the CPC's mass line. Include:establishing the "concept of dynamic stability";encourage the development of social organization; smooth channels of participation; perfect the letters and visits system; the introduction of social forces to the the letters and visits'mediation; strengthen social supervision to the letters and visits; establishing networking "Sunshine letters and visits " system etc.
