After World War II, with the scientific and technological progress, the deepening of social division of labor and the process of global economic integration, service industry and trade have developed quickly and become the key areas of competition between countries. All most of countries begin to emphasis on the protection of the service trade. The technical barriers to trade(TBT), as the most disguised and effective means of protection, have been broken through the field of the original trade in goods, and began to infiltrate the area of trade in services. Now it gradually becomes the major obstacle of international trade in services. Although there are no universally concerns about the TBT, the impact on China's service trade has been on the horizon. It is supposed that the service industry in China will face more sever technical barriers with the accelerated opening-up process.This paper is divided into six parts around the topic of TBT in services trade:The first part is an introduction, which introduces the domestic and foreign scholars' researches on the issue of TBT and the shortages of their researches; The second part is an overview, which discusses the causes, manifestations, characteristics, and impacts of TBT in international service trade; The third part introduces the legal regulations in the field of international trade in services at present, including the legal regulations under the WTO framework, the legal regulations of the main international standards organization, and the European Union's rules; The fourth part is all about China. By a lot of theories and demonstrations, this article firstly tells us the barriers that China may face, and then analyzes the main reasons; Part V is a countermeasure analysis. This article focuses on how to improve the legal system of the technical regulations, technical standards, and conformity assessment procedures and warning mechanism in service, and also stresses the importance of strengthening international cooperation in service; The sixth part is a conclusion of the article, which sum up a simple exposition.
