Since the Third Plenary Session in1978, the reform and opening has gone through34years. All aspects of our economy and society has undergone enormous changes and remarkable achievements, foreign trade’s prosperity is a highlight. According to Customs statistics, in the past10years, China’s import and export value increased an average annual growth of more than20%of customs revenue in2010,2001five times at the beginning of the accession to the WTO. At present, China has overtaken Japan to become the world’s second largest economy in the world after the United States and she is also the world’s largest exporter and second largest importer. But we should also see the world financial crisis in2008caused the international financial market turmoil, slowing world economic recovery, the subsequent impact of the weak development of international trade still exist. Countries, especially the developed countries, in order to stimulate new economic growth points and expand their domestic demand, they take measures to limit and reduce imports. This time, non-tariff barriers began to prevail. As an export country, China’s foreign trade has suffered in many countries non-tariff barriers, a serious impact on our products enter the international market, especially the developed countries’ markets. Because our countries confronted from foreign technical barriers frequently, this issues do some preliminary research on foreign technical barriers to trade, and want to be able to provide for the development of international trade in our country a little draw.The paper is divided into four parts, as the core of TBT, the first part focuses on the basic understanding of TBT. The first is the basic concept of TBT; then expounded the complex background to the development of TBT; in accordance with the WTO TBT Agreement,We divided technical barriers to trade into technical regulations, technical standards and conformity assessment procedures; then it is a brief reference to the main features of TBT and a prediction of its future development trends. The second part made a detailed analysis of the technical trade legal system and coping mechanisms of the EU, U.S. and Japan, because China suffered TBT mainly from these countries and regions. Also their barriers to trade legal system and coping mechanisms are developed, it is worth for reference. The third section describes the content of the WTO Technical Barriers to Trade Agreement. The fourth part of the article return to the status and coping strategies of the country has being suffered. This part analyzes the current situation of China repeatedly subjected to trade barriers, the impact, and coping strategies of the corporate and government. Finally, it is the conclusion.
