The Research Of Network Political Participation Order

Democracy expansion and multiple-participation are the cores of governance theory as well as its value pursuit. Nowadays network and communication technology develop swiftly, the network politic participation, with such obvious features as more inclusive, quick and easy, invisible and open, etc, becomes one important path to expand democracy and realize multiple participation.Meanwhile, network political participation also brings some problems:one is the adverse effect on social development from its invisibility and irrationality; second is the disorder and confusion of itself. However, these problems are not caused by multiple and democracy participation, but by the disorder, so it is essential to explore the orderly development of network political participation in democracy expansion and multiple-participation. The Huntington's political participation theory provides a reasonable visual angle for analyzing and solving the disordering network political participation, and the path to establish a orderly network participation could be find through the analysis and extension to the following formula, "social mobilization/economy development=social depression; social depression/mobility opportunity=political participation; political participation/political institutionalization=political stability".This paper divides into four chapters, chapter one is to summarize the research situation of orderly network political participation, the innovation of this paper is included as well-apply Huntington political participation theory to analyze network political participation, and give a brief introduction to the research methods used in this paper, such as theory analysis, references research and etc.Chapter two and Chapter three are about the correlation analysis in network political participation; this is the basis to research the orderly network participation, including the conception, features, and the relation between network and real participation. The most important part is to describe the applicability of Huntington theory to the orderly network participation research from these three angles, political system, development and participation.Chapter four summarizes the important role that network political participation plays in China political development, and indicates that the network participation development faces a severe predicament as well. And through the analysis of Huntington theory, it must go the path in chapter four to establish the orderly network participation.Chapter five, based on the practice and theory analysis of the first fourchapters, selects the paths for establishing the orderly network political participation, including four parts: accelerate the institutionalization construction of network political participation, promote network legislation, increase information mobility, expand participation channels, build government authority, develop and improve information discourse system, advocate rational political participation, cultivate network civilization concept.
