The Study On The Supervision Functions Of People's Congress

The People's Congress is the fundamental political system of China, and the supervision is the most important and basic functions, it's the foundation of our country. But nowadays, how the supervision exercise in practice and what's the results of supervision? Maybe the answer nowadays is not the best one, but the quality of the every conference of People's Congress is becoming better. Four parts included in this paper:the first part, I give a comprehensive description of the supervision, it includes the meaning of the supervision, the history of the supervision, the types of the supervision and the comparison on supervision of People's Congress and other types. In the second part, I analyzed the theoretical foundation, the political foundation and the legal foundation of the supervision functions of People's Congress. The source of our supervision functions was considered as the Decentralization and the Representative. After the development of Marxism and the inheritance and innovation of Communist Party of China, we established the People's Congress System and gave the Congress supervision functions. And the political foundation of the supervision functions of People's Congress is the leadership of CPC. The will of the CPC and all people of China have a high degree of unity, and it's expressed as the Constitution and the law and it is the supervision functions of People's Congress. The third part introduced the practice of Shandong Province. Finally in the last part, I summarized the shortage of supervision functions of People's Congress, after analyzed the experience of other countries, I made several suggestions for improving our system.In this paper, I want to give a comprehensive describe of the supervision functions of People's Congress and find out a new system to make our system prefect. After the methods of materials analysis, cases analysis, I gave a conclusion that there were many shortages in the practice of supervision. For example, the lack of enforcement, operability, the shortage of organizations, system, and the coordination of all kinds of supervision is very poor and so on. For the shortage of our system, the experiences of other countries are worth to study. For the experiences suitable for our country, we can give them a development and innovation and then use them as our system. For example, we can make a certain system design to enhance the capacity of supervision, we can develop appropriate law and regulation in order to improve our system and offset our law system, and we can enhance the communication of supervisory information to reduce the shortage of supervision. After all the methods came true, we could established a perfect supervisory system.
