The establishment and operation of Civil service are an important part of the political system in a country,which occupy the most weight in country political life. And find out the theory reasons and institutional factors which can not be avoided corruption and degenerate by perfect systems.The civil service that Nanjing National Government established not only is the first attempt that Chinese introduce a more comprehensive civil service system from the West, but also a significant transformation of the personnel management system in modern China.Although Civil Service of the Nanjing national government returned a variety of deficiencies and shortcomings in general, and with the collapsing of Nanjing National Government's moved towards a decline ultimately, it still adapted the development of Chinese society productivity at that time and kept up with the development of the times pace,its perfect historical achievements can not be denied.
