China National Monitoring Committee Research

In the current political environment where corruption and power abuse flourish,in order to control corruption,to regulate the power,to advance the process of the rule of law in the society,and to implement the reform of the supervisory system in the orbit of the rule of law are major initiatives for China to modernize the country's governance,reshape the country's supervisory system,and continue to fight against corruption.As a state organ that is newly established under the reform of the national monitoring system,it is the supreme national supervisory organ which exercises the power of inspection independently.In the past,there were a few institutions that had supervisory functions in China.Today,the establishment of the National Supervisory Commission has integrated several anti-corruption supervisory forces,and has actually formed a monitoring center with highly centralized power.This is an integration and redistribution of existing political resources and is a reconstruction of the governing power model.As the power organ of the new model of "one government,one commission,two commissions,and two houses" under the people's congress system,the National Monitoring Committee aims to govern corruption by the rule of law,to strengthen supervision over power,to safeguard people's rights,and to advance the modernization of state governance.Therefore,this study discusses the establishment and operation mechanism of the National Monitoring Committee and its own supervision and control,and puts forward its own thinking and outlook on how to promote the effective operation of the National Monitoring Committee.In October 2017,after the party convened the 19 th National Congress of the People's Republic of China,it emphasized the reform of the supervisory system throughout the country.Until February 25,2018,all provincial,city,and county supervisory committees were established.In order to better study the newly established organ system of the National Supervisory Commission,this article will use a variety of research methods to study the relevant issues of the Supervisory Committee and hopes to depict a full and rich rational understanding of the National Supervisory Commission.This paper is divided into five parts for research.First,introduce the background,significance,status and methods for the establishment of the National Supervision Committee in China.Second,through the longitudinal and historical analysis of China's supervisory system and the analysis of the value of the National Supervisory Commission,the historical traditions and actual national conditions of the establishment of the National Supervisory Commission in China are discussed to explain the profound reasons of the establishment.Third,analyze the positioning,attributes and operating principles of the National Monitoring Committee to have a more rational and in-depth understanding of the National Monitoring Committee.Fourth,from the two aspects of the national monitoring committee's own conditions and external cooperation,it proposes how the National Supervisory Commission can effectively exercise the power of supervising.Fifth,consider how to strengthen the supervision and control of the supervisory power itself.
