After the foundation of the Republic of China, China was in the environment of the invasion by foreign powers and the fighting among warlords. Both Beijing Government and Nanjing National Government were trying their best to consolidate their own power. At the same time, in order to adapt to the trend of world development, they also attempted to establish a new political system of the West by the way of reforming the old system gradually. One part of the new political system is civil service system, which is effective in the West. By achieving the modernization of civil services management and the personnel system, Nanjing National Government wanted to improve its administrative system and administrative efficiency, in order to stabilize its political rule. This dissertation researches on various aspects of civil service system during the period of Nanjing National Government, analyzes the idea of the modern personnel management system in it, which is helpful to the research of the modernization of China's civil service system.The introduction part generally makes explanations of related concepts, and it also reviews the related researches in this field and the research methods. Chapter One briefs the overview and modern character of the civil service development in 1912-1927. Chapter Two focuses on the character of the civil service development during the period of Nanjing National Government, and is in the analysis of the modernization that is embodied in the system. Chapter Three reviews the deficiencies and shortcomings of civil service system of Nanjing National Government and the inspiration for modern Chinese civil service system.Then we can draw the conclusion that Nanjing National Government has established a relatively perfect system of civil service management, which also establishes a more standardized management model in accordance with the principles of modern personnel management. It promotes the development of the civil service system and the personnel system, and it advances the process of the civil service system of China. The civil service system during the period of Nanjing National Government plays an important role in the transformation of the personnel management system in China.
