Since the 1990s, a significant change in the Chinese civil-society is that a large number of non-governmental or non-profit organizations are on rise. These organizations are primarily engaged in charities, environment protection, education, relief, social services and other aspects of social welfare or social development undertakings. However, the definition of civil-society organizations in China is rather ambiguous, and on the one hand, organizations like the Communist Youth League, China Women's Federation, which are actually government-run, are regarded as NGOs, implying they have the same nature as that of the real, private-run grass-root NGOs, on the other.This paper mainly studies the bottom-up initiated by private persons, directly engaged in the grass-roots organizations,which provide services for persons with disabilities.According to statistics, the number of persons with disabilities now have reached more than 82.69 million, accounting for 6.34% of the total population, related to 1/5 of the family. Persons with disabilities are special and difficult social disadvantaged groups, that need state and society to provide some help in medical services and assistance, rehabilitative training and services, vocational education and training and other areas.But currently, state used for public welfare of the community expenditure is still very limited,so that persons with disabilities to enjoy these benefits are quite limited, therefore, the grass-roots organizations as the national public service of persons with disabilities to supplement the supply of those, can effectively perform their social service functions, for more people with disabilities.However, the grass-roots organizations are the product of the development of modern "civil society", but in the moment, Chinese civil society has not really formed, compared with government-run civil society organizations, the survival and development space of the grass-roots organizations is quite limited. This concern is the limited living space of the grass-roots organizations of disabled persons living space is reflected in what areas? How grass-roots organizations of disabled people to overcome difficulties and what strategies they used to fight for the rights of survival and development?To solve the problems, this paper has been studied from two aspects, and first is the discription of the basic situation and living space of the grass-roots organizations of the disabled. This part is based on the case of the center,which supply mental handicap services for People with intellectual disabilities in Jinan City, and mainly from the external environment to describe aspects of grass-roots organizations of persons with disabilities living space limited. Second is to explain the strategies of the survival and development of grass-roots organizations of persons with disabilities, that is,in the face of such a specific survival space, what the survival strategy of grass-roots disabled people's organizations is and why it will take such a strategy. In this section, the author uses the length of the interview, through the in-depth interviews from the persons of the service center A and analysis using the theory of civil society perspective, to explore the reasons behind this.I have reached the following conclusions:First, in the current civil society in China have not formed under the conditions of grass-roots organizations of disabled persons are facing many limited factors that impede their survival and development. Second, the grass-roots organizations of disabled persons in order to fight for the living and development space, bring into full play the initiative of its subject, fully interpret their own environment at the same time, through a full range of resource mobilization, image building, accountability reporting,the establishment of the formal Council and the Board of Supervisors and so won the organizational survival and development.
