Along with the perfecting and developing of our socialistic market economy, our social and economic structures are undergoing significant and profound changes. Various social contradictions are becoming increasingly conspicuous. In the meantime, the phenomenon manifested in the form of group that express demands and wishes is getting more and more because of gradually awakening of concept of people's rights and right safeguarding awareness in recent years. Various group events as particular manifestations of the social contradictions and conflicts happened very often, caused worldwide social concern and has become the increasingly outstanding problem which have a strong impact on the construction of socialist harmonious society.Basic-level governments are the first line of defense of preventing and handling group events. There is an close relation between their capacity to govern the group events and the happen, evolution, intensification and appeasement of it. A survey shows that 80% of group events' proximate cause is from the basic-level governments. Although the form of expression is different, all of them direct the spearhead at the basic-level governments where group events happen. This obviously reflects that the answer capacity of basic-level governments is weak and insufficient. Enhancing the abilities of respond to group events will not only ensure social harmony and stability, but also be the important act to improve the construction of ability of administration. Therefore, making a systematic study and putting forward appropriate construction of ability is particularly important for our governments to improve emergency management capabilities establish and consummate emergency management system and guide practice.For the above reasons, this article present a model on the readiness of emergency power from the perspective that basic-level governments how to respond and deal with group events. The thesis consists of five parts mainly:Part one is the ideas and methods of the study which build on the research at home and abroad; the second part is the correlation theory; the third part analyze the unexpected events and the formation mechanism of them; the fourth part summarizes corresponding work tasks and put forward the construction of ability based on classification of group events situational; Part V approaches basic-level governments with a suggestion about capacity-building of coping with group events.
