Based on the current local government of Guangdong province to deal with the reality of group incidents, and the problems existing in the different stages of development for events, to provide specific countermeasures and corresponding measures of prevention and control and to establish and perfect the responsibility of the whole society system.On content construction arrangement, from the first part is the introduction.
