Research On Chinese Basic Level Government’s Group Incidents Emergency Management Capability

In recent years, because our country is in the transition period, various contradictions, mass incidents have occurred, seriously affected the normal operation and stable social life, also produced a great threat to the credibility of the government. As the administrative institutions and the people the most direct contact, the closest local government, with the most rapid, the most advanced advantage in unexpected mass incidents, so the grass-roots government in dealing with the unexpected events of the group plays an important role, if can improve the grass-roots government on mass emergencies emergency management capability, the maintenance of social stability, in a timely manner to resolve the contradiction between the masses is of great significance.
