Government Performance Evaluation (GPE) is an efficient way of evaluating government performance and is a new type of government management in western countries since 1980s. It is of vital importance to the enhancement of administrative efficiency, administrative cost saving and improvement of government behavior. Introduced into China in the late period of last century, this evaluation method has made some conspicuous achievements, but there are still many drawbacks in its application. For instance, absence of scientific and comprehensive system, generality and inappropriateness of evaluation standards, regarding performance evaluation as an achievement exhibition, absence of customer awareness of modern government are the problems in its application. Indulgence in economic figures, regarding economy as the first and foremost, over-involvement of government and irregularities are the drawbacks in its application, either. The fundamental causations of these problems result from following aspects: the negative element of our traditional administrative culture, utilitarianism which emphasizes economic figures and unscientific definition and vagueness of government roles. The mentioned problems result in evaluator's manipulation of local government and public officials for his or her own benefits. They turn a blind eye to the realization and enhancement of public welfare. Therefore, most of performance evaluations are formalized and their influences thus undermined.Value orientation, the soul as well as the element proposition of GPELG, (Government Performance Evaluation of local government) determines and influences the direction and process of evaluation to some extent. Thus the construction of value orientation system of GPELG is vital to the GPE of China. And the study of such issue will provide us a new perspective to the understanding of current system of GPELG in China.The thesis analyzes the dialectical relationship between the value orientation of GPE and the role of local government on the theoretical level and the manifestation of value orientation distortion and its causation on the practical level. It also probes into the problems of current GPE, reconstructs the GPE value system of the local government according to conditions of china and advanced management theories on the basis of value orientation, with view to enhance the development of GPELG in China.The thesis is made up of the following chapters:Chapter1 presented the background and significance of current research, reviewed current GPE value orientation studies both in and outside China, and illustrated research method and uniqueness of this research.Chapter 2 defined the connotation as well as denotation of concerned fundamental concepts, summarized the structure, function and influence of value orientation of GPELG.Chapter 3 summarized the status quo of GPELG studies, illustrated evidences of such distortion, probed into the causation of distortion and reconstructed evaluation system of GPELG that is appropriate to China.Chapter 4 established a guiding principle of reconstructing the value orientation of GPELG, and proposed such kind of orientation that is in accordance with China. Conclusion: in this chapter, the research findings and its significance was elaborated.
