To improve the government's performance is one of the objects of the public administration. From 1980's, so much problems existing during the government's innovation in western countries, the object of the performance evaluation is not only improving the government's efficiency and the capability of managing but also enhancing the quality of public service, developing the system of public responsibility, satisfying the public, and strengthen the confidence of the people. Actually, most countries giving more attention on the economy and efficiency blindly that is not the key value of the public administration, the key value must be the social justice, and the ultimate object of the transforms carried on in the public administration organizations is to build the democratic administration. We can know that the government performance evaluation must be carried on the background of harmonious administration culture, or else, the evaluation will go with efficiency only neglecting justice. Since coming into the new century, there have been lots of and profound social problems in China, such as, corruption, justice, social insurance, employment and so on. The most important is that the value of democracy more displaying in the government's behavior and courses, not in the performance. If it goes on, it will be bad to the construction of harmonious society. Especially at present, since the diversity of the government's target value, the premise of the government performance evaluation must be faithful to the public interests, so that the harmonious evaluation can become true. Most important of all is to stress on equality and justice. Harmony means admitting differences and show respect to differences, and means more consideration and coordination. So, paying more attention to the value of harmony during our government performance evaluation will push the improvement of our innovation and public administration.The present paper mainly uses following several kinds of research side:First, on the expositional structure of this thesis, using methods of analyzing on real diagnosis and regularity. In the former part of the thesis, that is analyzing on the practices of Lanzhou city, I choose the real diagnosis method;in the latter part, I choose the literature reading or regular method.And then, on the argument adoption, I choose the material research and realdiagnosis research. On the theorical analyzing, mostly rely on some works on public administration, public management, management, economy and so on.This thesis consists of four parts.To begin with, this paper gives some theorical summaries, producing the definition of government performance evaluation and the standards of value performance. And points out the main problems in China. Following with these, refer to the vacancy of value in the current local government performance evaluation. The third part of the paper takes Lanzhou as an example to analyze. In the last part, based on the former two parts , brings forward the suggestion on how to push government performance evaluation inChina------rebuild the value performance according to the construction of harmonioussociety: (1) construct harmonious social culture;( 2) take the masses of people as the root, rebuild the relationship between government and the masses;(3) bring the requirement of harmonious society into the quota system of government performance evaluation;(4) coordinate the relationship of the ordinary and particular in the evaluation, and so on. These are also the innovation of this thesis.
