The advent of any new communication technologies will influence the interaction forms between people, and Internet has a profound influence people's interaction forms, changing human society greatly. In China, Internet has been assigned with the function of assembling public opinions since it came out. At present, Internet has developed an important form of democratic political life that citizen-network-supervision on civil servant. To some extent, any other kinds of supervision means cannot be so profoundly and wildly as the network supervision impact on our daily political life.As a result of citizen supervision mechanisms'deepening and development in information society, the mechanism of citizen-network-supervision on civil servant takes effect. First, the discourse explains the basic connotation and theoretical origin of the Mechanism of citizen-network-supervision on civil servant. The main reasons are as following: the imbalance of economic development, many citizens still cannot use network resources; Subjects'awareness is far-reaching, civil society to be mature; some civil service lack of responsibility seriously, the existing system to call to account on civil service overly lenient; existing laws and regulations can not effectively protect citizen-network-supervisiont; and bleak civil rights, which make citizens can not network supervise civil service timely and efficiently.Finally, it explores how to promote and improve the mechanism of citizen-network-supervision on civil servant, and makes a conclusion:speed up Internet infrastructure construct, reinforce hardware-based; cultivate modern citizenship, promote civil society to grow mature; strengthen civil service's responsibility, build modern responsibility politics; establish and improve laws of network supervision; expand civil rights, realize direct election of senior deputies and local government leaders, and lay a solid democratic foundation for citizen-network-supervision on civil servant.
