Mao Zedong had always been concerned about the welfare of the people. He had taken the development of the welfare of the people seriously, just as the Party's mission. Mao Zedong critically assimilated the traditional Welfare thought of ancient China, inherited and developed the Marxist-Leninist theory about social welfare. In the revolution and construction practice, Mao Zedong gradually formed the idea for the people's Welfare.To some extent, the process Mao Zedong becoming a Marxist and exploring the way of Chinese transform, is almost the same process of the proposed of the idea for the people's Welfare. In the 20 years of the 20th century, Mao Zedong proposed the thought for the people's welfare. And in the 40s, Mao Zedong formed his theory about the people's welfare. He used a political vision to look at the issue of welfare,and linked to the party leadership policies and strategies strategy and the people's welfare closely and skillfully. After founding of new China, especially after the completion of socialist transformation, Mao's thought for the people's welfare was continually received the test of practice, and there was a further development. However, due to Mao Zedong wrongly launched the "Cultural Revolution" in his later years, social development suffered an unprecedented frustration, Mao's thought for the people's welfare went toward a low point in both theory and practice.Mao's thought for the people's welfare can be summarized into three main areas. First, Mao Zedong put forward a proposition that the Communist Party should Struggle for the welfare of the nation and people. He pointed out that it's an important objective of the Chinese Communist Party's revolution and construction, an important way to consociate and mobilize the masses in the revolutionary struggle, an important guarantee for the consolidation of people's power. Then, caring and promoting ethnic minorities people's welfare is an important condition for national unity .Secondly, Mao Zedong discussed the relation between the development of production and improvement of the people's welfare. Mao emphasized that all the economic development are aimed at the people's welfare; the development of production and improvement of people's welfare must be balanced between the two; the people's welfare must based on the'production development and economic prosperity'; developing the people's welfare is an important content of our economic work. Thirdly, Mao Zedong stressed that the ultimate goal of developing the people's welfare is to raise people's living standards. He pointed out that the Party should be concerned with people's lives and consociate the masses; the development of well-being depends on our own efforts and struggle; we should pay more attention to the development of the rural collective welfare.Mao's thought about welfare is an important component of his ideology on social construction. His welfare thought for the people reflects the party's fundamental purpose, deepens the governance concept about'found Party to serve the public and govern for the people', and implements goals initially to improve the people's livelihood and achieve social justice.Mao's thought for the people's welfare has four salient features: The same strain of the inheritance from Marxist welfare theory, The Morality pursuit of collectivism, the Consistent persistence of the principle of people's interests,The fundamental method of integrated. Due to some objective and subjective conditions at that time, there are also some historical limitations in Mao's theory for the people's welfare.Mao's thought about the welfare, has played an important role in the history by promoting the revolution and construction, improving people's living conditions, sublimating ties between the party and the people, and maintaining social stability. His thought has laid a theoretical foundation for our modern welfare. His gains and losses in the practice, has provided us a valuable historical experiences and lessons, from which we can learn to establish a more perfect modern welfare system and build a socialist harmonious society.
