Inheriting and developing Marx’s, Engels’s and Lenin’s classicaltheory on social welfare, while absorbing the essence of traditionalculture which takes people as the foremost, Mao Zedong establishedChinese social welfare theory suitable for rural areas. The ultimategoal of this idea is to realize common prosperity, so the governmentshould take efforts to do the following, such as, firstly expandingemployment in rural areas to guarantee of basic living standards ofthe farmers; secondly developing rural education vigorously toimprove the overall quality of farmers; thirdly strengthening theconstruction of health care to ensure the physical and mental healthof farmers; at last establishing five guarantees pension system. MaoZedong’s Thought of social welfare in rural areas has achievedsignificant results in practice and in theory, showing features offairness and extensiveness.Besides it is helpful for New ruralconstruction. Aware of the importance of the issue of farmers, weshould focus on solving the problem of farmers’ interests by improving the rural social welfare mechanisms, innovating development modelof rural welfare. Only in this way, can we ensure the fairness in ruralsocial welfare, and promote the development of rural social welfarewhich is compatible with the level of social productive forces.
