Ethical analysis of social security level refers to analyzing the ethical influence on different social security level, finding the ethical lack in social security level, and providing the basis and premise for the moderate development. The ethical evaluation of social security level has its foundational rationalities, including the dual influences of social security system in ethics and morality, the material environment and research method and content supplied by social security level.According to the differences in realizing social security purpose, social security level can be defined as insufficiency, moderate and excessive. Therefore we can analyze ethical evaluation on social security level from these three aspects respectively, which mainly contains individual virtue, social ethics and institutional justice. We can attain the conclusion that deficiency and excess in social security level are both not good for the implementation of individual virtue, social ethics and the institutional justice. Thus keeping the social security level moderately will make positive ethical significance, including promoting the individual virtue, accelerating social ethics and perfecting the institutional ethics.Reconsidering our country's present social security level, there are some questions that inner supporting for cultivation of individual virtue is not enough, external guidance for the social ethics is not strong and non-significant orientation in system fairness and justice. According to the positive influences in moderate social security level, we can make some suggestions on the establishment of individual virtue, improving the social ethics and realizing institutional justice.This article is divided into three chapters, the first chapter reveals the ethical and moral value of social security, then demonstrates the rationality of ethic appraisal in social security level from the necessity and feasibility. The second chapter firstly introduces research models to define the value basis of social security level, secondly analyzes the value effect, finally sums up the ethical and moral values from appropriate social security level. The third chapter mainly analyzes the current situation of social security level of our country, then makes some suggestions on dimension of ethics .
