Study On Urban Emergency Management Coordination Mechanism Of China

To some extent on the construction of urban play an active role in emergency management. However, due to division within the government sector, fragmentation, fragmentation still exist, both the Government and emergency agencies, or the professional emergency response organizations, there co-ordination difficulties. Furthermore, the current organization of urban emergency management, from top to bottom or decentralized fragmented temporary, not an effective, strong and stable co-ordinating department. Not formed an integrated, three-dimensional information, the city emergency management organization system. How to solve these problems, raising the city respond to emergencies and risks is the main purpose in this article.By analyzing the literature, case studies and theoretical research on the emergency management coordination mechanism of urban establishment and improvement of some of my suggestions are given. This paper is divided into four parts:the first part, an overview of Le coordination of urban emergency management mechanisms related concepts, analysis of the coordination mechanism of urban emergency management research background and research value, the contingency logos, comprehensive concept of Participation in Local and the entire process into coordinate crisis management, analysis, management of our urban emergency coordination mechanism in the important role of emergency management. The second part, the analysis of the city emergency management coordination mechanism based on the perspective, analyzed the correlation of urban emergency management principles and main forms of coordination. The third part of the analysis of the existing emergency management coordination mechanism, based on that of urban emergency management coordination mechanism in the structural defects, functional defects, the main defect and the lack of participants. The fourth part, for our city emergency management issues related to existing coordination mechanisms, from the legal system, functional structure, organization operating mechanism, mechanisms, and information coordination mechanisms involved in five aspects of the construction of our City Emergency Management Coordination machinery.
