Ordos City Emergency Management Research Large Mass Activities

New Year Eve of 2015, thousands of people were gathering in the Chenyi Square of Shanghai for New Year Party. A terrible accident happened because of the over-load number of people in the limited space. There were 36 people dead and more than 40 people injured in this accident. This tragety exposed that the emergency management of large mass activities in China have some outstanding problems, it should be strengthened by government and social organization.The research of emergency management in mass activities began in the 50s, the theory of emergency management in the developed countries have been matured during the developing of city management in two hundred years. Since the new century, emergency management of large mass activities has been attracted extensive attention in China. China doesn’t have mature theory of emergency management in mass activities, and the emergency management system. In Ordos, large mass activities emergency management also exists many problems. Therefore, this article will analyze the situation of emergency management in Ordos and give some suggestions.For large-scale mass activities of ordos city emergency management problems were analyzed, and the on-the-spot investigation method and literature method, and insight into the ordos city in the emergency management of specific implementation, and to understand the domestic part of the city emergency management present situation, to our country large mass history, status quo and development trend of emergency management construction had a deeper understanding. On this basis, the large mass activities in ordos city objectively analyzed the emergency management research, from the organization system, emergency plan, operation mechanism and the safeguard system and so on four aspects introduces the ordos city large-scale mass activities on the construction of emergency management. At the same time also comprehensively analyzes the existing problems and the reasons. Found on these problems, on the basis of the advanced experience at home and abroad for reference, on the basis of the theory of disaster, the public security management and other basic theory, combining the large mass activities the development trend of emergency management, puts forward the countermeasures of perfect the emergency management of large mass ordos city.This paper argues that perfecting the ordos city emergency management should be large mass activities from perfecting the organization system construction, establish and improve the emergency plan system, strengthen the emergency resource sharing, make emergency management system, to strengthen and improve the social mobilization mechanism, etc.
