In recent years,the cases about owners' right to know have been increasing continuously.Because this kind of cases is related with the masses' vital interests,the society pays much attention to this.There is a series of issues about owners' right to know,including the scope of owners' right to know,imperfect supervision system of obligation body and imperfect relief system of right to know,etc.Only these problems have been truly solved,owners' right to know can get the effective protection.This article tries to find out the root of problems by analyzing current situations of owners' right to know.On the basis of weakening confrontation,this article gives consideration to two levels on legislation and system,provides solutions for protecting owners' right to know.In legislation,this paper advises to confirm the subjective qualification of owner committee and improve the supervision and accountability of obligation body of owners' right to know;in system design,it suggests that property management contract performs commissioning system and introduce the third-party evaluation and supervision system.While protecting owners' right to know,improve the property management system.On the basis of defining the concept and content of owners' right to know,the article analyzes and discusses owners' current situation and problems in our country and proposes perfect suggestions on protecting owners' right to know.The essay is divided into four parts.The first part: Analysis on typical cases of owners' right to know.By commenting on‘6 owners including Huang Hanqing charging Central China Securities Building's owner committee of Hongkou District in Shanghai and the controversy of owners' right to know of Shanghai Huaying Property management Co.,Ltd.in 2013,leads to the problems of the protection of owners' right to know.The second part: The connotation and extension of owners' right to know.By defining the concept and scope of owners' right to know,discuss the basic content and related subjects.Especially,the new change of owners' right to know under the background of Internet provides theoretical foundation for the research in the next chapter.The third part: Analysis on current situation and problems of the protection of owners' right to know.By combining the analysis on related cases in judicial practice,analyze and conclude the current situation of the protection of owners' right to knowand the existing problems.The fourth part: Perfect the countermeasures and suggestions of the protection of owners' right to know.Mainly consist of perfecting property management legislation and improving the design of two systems-commissioning system of property management and introduction to Third-Party evaluation and supervision.
