The Research On Government Administration To Volunteers In China Public Crisis Governance

In the era of globalization, the incident of public crisis emerges in endlessly. Public crisis governance presents an increasingly complex and pluralistic feature. As the representative of common rights, the government has to play a leading role in dealing with public crisis governance incident. However, due to the unpredictability, uncertainty and destructiveness of public crisis, it is clearly not enough to rely on government forces. Therefore, to better respond to public crisis, social resources and power should be fully integrated and employed, to achieve the goal of "good governance".In China public crisis governance, majority of volunteers actively participate and play a significant role with its unique advantages. However, because of the underdeveloped growth of Chinese voluntary service, serious "voluntary failure" still exists in public crisis governance, leading to the reality that the potentials and advantages of the volunteers have not been fully developed, thus, the government, as the subject of public crisis governance, must strengthen the management of volunteers.At present, in public crisis governance, there are problems on government management of volunteers in terms of management lacking prior to the crisis, management vacancy in handling and management absence after crisis. Government departments not fully understanding and insufficient attention to volunteers behavior, lack of laws and regulations and underdeveloped system construction are the main cause of these problems.So, we should learn from the western developed countries about their experience of government administration of volunteers in public crisis governance. The government improve the management of volunteers in aspects of fully paying attention to the role of volunteers, of establishing volunteer management laws and regulations, setting up the volunteers participating platform in order to build a public crisis governance pattern of "government-based, private secondary and multiple co-existence", thus achieving the goal of public crisis governance.
