In recent years, our national economic society has developed fast, the reform and openingup advances exquisitely, China now is in a speed up development period of strategicopportunity. but we must see clearly that, along with the speed up of social transformation, aseries of problems also follows, Crisis incidents take place frequently, such as the Wenchuanearthquake, the extraordinary explosive accident in Huang Dao, the terrorism attack happenedin Kun ming railway station, etc. Governments at all levels are always facing with the severetest of the emergencies of public crisis. How to prevent and deal with these crisis effectively,become the important new topic of all levels of government.Whether or not the society can be kept harmony and stable, or the people’s lives andproperty can be protected effectively, It is not depends on the crisis will take place or the harmlevel it brings, what counts is each levels of government fully perform their duty, andadministrate the crisis timely and effectively, to nip the crisis right in the bud and minimize itsharm. now each levels of our government performs very well in the management of crisis, but italso exposes some problems on the guidance concept, working system, managementmechanism, and assessment and accountability mechanism etc. how to improve thegovernments’ ability of public crisis management, establish and improve public crisismanagement system has fundamental significance on the promotion of steady and rapid societyeconomic development, building socialistic harmonious society, achieving the Chinese Dreamof Great Renaissance of Chinese Nation.This thesis, The Study of Responsibilities of Local Governments in the Administration ofPublic Crisis, try do some exploratory research on how to improve the local governments’abilities in the administration of public crisis.It consists of five chapter. First chapter, to setforth the background of topic selection, the objective of the study, the mode of the study, andthe previous researches of the topic at home and abroad. Second chapter, combines my personalunderstanding, elaborates the relative theories of the administration of public crisis. The3rdchapter, investigates the6problems of local governments’ responsibilities taking in theadministration of public crisis. The fourth chapter, with an example of Dong ying, to illustrate the concrete measures adopted by local governments in the administration of public crisis, andset forth two typical events. The fifth, aiming at these existent problems, put forward principlesand improving measures of the administrations of public crisis of local governments.
