Collaborative public management is a new model of modern public administration.It emphasizes that the government should work with enterprises,social organizations and citizens to deal with the increasingly complex social problems.It is of great significance to apply the theory to the practice of public crisis management.At present,our country is in the superposition stage of the risk society and the transitional society,the social contradiction and social crisis emerge endlessly.A single local government sector has been unable to cope with the increasingly complex public crisis.Along with the idea of governance,the local government collaborative public crisis management becomes the inevitable choice to deal with the public crisis.Based on the theory of collaborative public management and crisis theory,Firstly,this paper analyzes the cases of major public crisis that happened in China recently and to reveal the current problems.It includes lack of collaboration sense among governance subject,Limited and imperfect cooperation system,lack of cooperation mechanism and other issues.The reasons behind these problems are related to the coordination of illegal and imperfect mechanisms,the uncooperative organization and the capacity of governance among the public is limited.Secondly,it lists and analyzes the two successful cases in the process of cooperative crisis management,and sums up the strategies to improve the governance of the local public crisis in our country,including fostering government-led and social participation.Establish an effective cooperative operation mechanism,build a legal system security platform to protect the legitimacy of cooperation and promote the cooperative governance ability of multiple subjects.so as to construct a new pattern of orderly and efficient multi-agent collaborative crisis management.
