China 's Implementation Of Public Policies Deviation

The implementation of public policies is very important, which directly affected and guaranteed the realization of the public policy goals. The results of the implementation of policies are both a test of basic standards of science and an important basis for following policy formulation. Public policy, in the implementation process, due to various factors, often has a bias. At present our country is in a new era of reform and opening-up, and the allocation of functions and policy-oriented roles have been further strengthened, which has brought new challenges to the government's policy implementation. On the one hand, various reform policies have been introduced to require local governments at all levels to faithfully implement the central policies to ensure the smooth progress of reform and opening up; on the other hand, introducing so many policies, so greatly adjusting benefits make policy implementation more likely have the situation of deformed shape and the deviation from the policy objectives. Therefore, the strengthening of policy implementation research, analysis of the deviation of the specific performance and the obstacles that cause it, and the discussion of the corresponding solution are of great significance of improving the effectiveness of policy implementation and the realization of policy objectives.This paper is divided into three parts. The first part concerns about the problems and bias in our country's implementation of public policy. The effectiveness of public policy making is the assuming condition of the bias analysis of public policy implementation. The problems and bias in our country's implementation of public policy are mainly manifested as follows: 1. symbolic execution; 2. alternative activity;3.selective enforcement;4.additional implementation; 5. mechanical implementation; 6.confrontational enforcement;7.gross of implementation;8. wait-and-see implementation. The second part mainly analyzes the reason of the problems and bias in our country's implementation of public policy, from the perspectives of system and the people implementing the policy. Part three puts forward the prevention and control of the bias of the implementation of the public policy. The author believes that from the government's management side, we should establish and improve the distribution system of rights in the public policy implementation of local government; we should set up a suitable operating mechanism for the implementation of the policy; we should establish and improve the information communication mechanism in the public policy implementation of local government; we should set up a set of management system for the talents; we should set up and improve the local control system in the public policy implementation of local government of public policy implementation; and it is necessary to improve monitoring mechanisms for policy implementation. Secondly, for the people implementing the policy, it is necessary to firmly establish the concept of administrative efficiency; to promote the implementation of the policy identity; to strengthen the policy advocacy, improve policy transparency; to change the ways of policy implementation; to change the image of the government to promote the workers'sense of trust of the government.
