The Analysis Of Principle And Structure Of The Chinese And Western Representative System

As a symbol of social development and human progress, democracy has always been the goal the people pursue to. There have been two forms of democracy since the historical development which is direct democracy and indirect democracy. As the most important form of indirect democracy, modern representative system originated from England in the 17th century, and spread in European and the United States, became the most important form of political democracy. Like the implementation of the parliamentary in major western countries, the China's people's congress system is also an important form of representative system, but there are significant differences between the two forms. In this paper, the author analyzes the differences between Chinese and Western representative system in principles and structure of Chinese and Western representative system. Principles and organizational structure of the system are the benchmark and the carrier of system running, so it has great theoretical and practical significance to deeply understand the significance of representative system, the strengths and weaknesses of the Chinese and Western representative system, in order to learn the advantages of the Western representative system and to Improve the Chinese representative system in the two point of view.This paper is divided into four parts, the first part introduces the basic content of representative system briefly. As an important feature of modern political civilization, there have been two forms of democracy, direct democracy and indirect democracy. As the most successful form of indirect democracy, representative system democracy has an important role in the modern state. In this section the author introduces the basic meaning, produce and main features of representative system briefly. The second part analyzes the principle of Chinese and western representative system, there are many differences between Chinese and western representative system, not only in the nature, but also in principle because of different historical background and political development, the main principle of western representative system is the separation of powers and balances, but our country's representative is established based on the principle combination of legislative and executive powers. The third analyzes the differences between Chinese and western representative system through the organizational structure, as a form of democracy, the organizational structure of representative system including the internal structure and external structure. The internal structure that is representative system to run itself, mainly refers to the parliament and the council; the external structure is the relationship between representative system and other national authorities when representative system operated. The fourth part analyzes deficiencies of the western representative System and proposals to complete Chinese representative system. Chinese representative system is a new form of representative system which is combined to Marx and Engel's representative theory and its practice in the development of the Soviet Union. Compared to the western representative system, there has a strong advantage in Chinese representative system, but because of our complex conditions, and dysfunctional of institutional improvement, there is still a gap between our representative system and the ideal form, and there also appear these or those problems in its development process. We should also learn the adventure of western representative system to improve and perfect Chinese form in the future development. This is also an important practical significance of the study.
