The outbreak of the revolution imprisoned the Chinese people from the feudal monarchs. The establishment of the Republic of China makes the ideological trend of the democratic election swept across the whole country. Meanwhile, because of the collapse of the Qing dynasty, Mongolia and Tibet region was in panic. The nobility of the region worried that they might lose the feudal privileges. So they opposed the establishment of the new regime. In order to stabilize the political situation and safeguard the unity of the new country, the government decided to give the Mongolian and Tibetan people the right to vote and the right to be selected. This thesis focuses on the first Congressional Election of Mongolian and Tibetan region of the Republic of China. It is divided into the following parts:The introduction part expounds the theory of parliamentary elections and the practice of the parliamentary elections in late Qing dynasty. And it also summarizes the significance of the topic, the research status as well as the research method.The first chapter is to introduce the background of the first Congressional Election of Mongolian and Tibetan region. It contains the regulations of the Mongolian and Tibetan region of the Preparations for Constitutionalism in Late Qing Dynasty, the legislation background and the preparation work of the Legislative Process.The second chapter is the main part of this thesis. Through the comparison of the Electoral Law between the inland provinces and the Mongolian and Tibetan region, this part analyses the characteristic of the election law in the Mongolian and Tibetan region.According to the historical data, the third chapter discusses the implementation and the results of the parliamentary election about the Mongolian and Tibetan region.The fourth chapter discusses the historical significance of the first Congressional Election of Mongolian and Tibetan region of the Republic of China. Even though this practice of election has a lot of deficiencies, it has positive effects on the development of the democracy and nomocracy. It can also provide experiences and references to the later generations.The conclusion part summarizes the experiences of council elections of the Mongolian and Tibetan region and puts forward how to perfect the People’s Congress Representative Election of the ethnic minority areas.
