The Study On Performance Management Of Industry Association

In recent years, as an important part of non-government organization, the industry association has already presented its advantage more and more. There is something with mature development of the market economy and the change of the government function. In fact, it has got the huge achievements in profession self-discipline, serving for the company, participating in politics, strengthening the international competition ability and so on, and become a communication bridge and tie between government and company. However, with further extension in the social influence of industry association, some problems have already been found. Besides lacking of the exterior environment, itself faces a series of constraints. It is imperative that improving its development shortage quickly for the industry association. As a advanced management tool, performance management provides a good path.Based on the related theory of performance management, we carry on the empirical study by selecting Shanxi Coking Industry Association as a case. By analyzing performance management problems and the deep-seated reasons of the Shanxi Coking Industry Association, trying to build a set of the performance management system on the Shanxi Coking Industry Association. The study was composed of three major tasks:Part I, introduced the general situation of the Shanxi Coking Industry Association from its establishment, development and basic conditions. The above description leads that it is necessary to build performance management system on the Shanxi Coking Industry Association.Part II, based on defining the concept of performance management on industry association, analyzing performance management problems of the SCIA from the perspective of the performance management process. We found that there is a series of problems in its performance objectives, performance criteria for the classification and performance evaluation index system. Then investigating the deep-seated reasons in performance management problems of the SCIA from the management system, legal system and the association's own three aspects.Part III, in view of the long course to improve the external environment of the industry associations, this section researches only how to construct the performance management system on the SCIA from itself. This part is the focus of the article, introducing on how to construct the performance management system on the SCIA from the ideology, the model, performance objectives, performance evaluation, performance development strategies in detail. The author expects that it is beneficial to the development of the SCIA. If impossible, it can provide a train of thought to the development of other non-governmental organizations.
