The Federal Executive Institute(FEI)was created in 1968 by Executive Order from President Johnson, stating the need for establishing a center for advanced study for executive in the upper echelons of the Civil Service. It has trained numbers of senior leaders for American and international government in the past 40 years, which is known as the West Point of the civil servant training. This dissertation will be seezing to the training feature of the federal Executive Institute by its developmental history. So that it will provide global perspective for China's innovative cadre training. This paper consists of preface, five chapters and acknowledgement.The preface expatiates on the research context of the paper, eg. the meaning of this research, the literature summarization and the design of the dissertation. The first chapter reveals the political, economic, cultural background of the Federal Executive Institute.The second chapter studies the foundation process of the Federal Executive Institute and its training experiences in the early years. It was found that the FEI's core curriculum was Residential Program in Executive Education and its faculty was full-time or part-time. It turns out that the frequent replacement of the part-time teachers can't innovate the executive training, but break the inherent balance of the FEI.The third chapter expatiates that the Federal Executive Institute expands the training objects under the impact of Civil Service Reform Act of 1978. Under the stray guidance of Devine, the Federal Executive Institute was almost abolished. After the survival phase, the Federal Executive Institute restored the guideline to order and entered into the steady and innovating phase.The fourth chapter summarizes the the present training status of the Federal Executive Institute. The Federal Executive Institute's curriculum is set up systemly and integritily, where has both the core course, short-term training courses and executive master's of public administration degree, leadership education and development certification program and succession planning program, Which can give us some renferences to China's cadre training.The fifth chapter puts emphasis on the exeperence and characteristic of the Federal Executive Institute's executive training based on competence and ethics. By contrast with China's cadre training, I find that the competence standard and ethics which is estabished in China are lack of concrete criteria, so that it is difficult to use them in the training.
