With the deepening of judicial reform, prison management is facing new development and opportunities. To meet the requirement of social transition, structural change of accused person, police professionalization and professional training, the prison management needs to make changes. In the process of these reforms, some of the modern management concepts have been introduced, among which the flatten management has been put into practice. With the support of the Ministry of Justice, in some rapidly-developing coastal provinces and cities like Guangdong, Jiangsu, Zhejiang and Shanghai, part of the prison has changed the original three-level administration model (the prison-Supervisor District-Supervisor District points) to the two-level administration model (prison-Supervisor District). The flatten management has been adopted to streamline the institution, enhance the efficiency, mitigate the first-line police resource and enhance flexibility.The change of prison management model also has also triggered the change in organizational structure, operating mechanism, personnel system, training methods and other series of changes. In practice, we have found that the two-level administration model has a great impact on the police training system, and particularly on the development of young people. The youth prison police is the main and important force, who plays an active role in the regulation, transformation, and political aspects. Therefore, the training system should be modified win the transition into the new management model to better meet the development needs of young police. The author is to take the example of youth police from Nanhui Prison, which is the first one to fully implement the two level management model, and to analyze their current situation and their own development and training needs, to contribute his own idea in the construction of the youth police training system with the two-level management model combining with the problems of the current training system in the hope to further development and innovation in youth police.This paper first introduces the research background, and the main research methodology and methodology application.The paper also introduces flatten management to prove its strengths and characteristics in the real world by comparing old and new prison management models. And then through a large number of questionnaires, etc. to collect empirical data to analyze the two-level youth police management model in the current situation and the problem of police development under new management model. Finally put forward reasonable suggestions in the area of youth police development from the perspective of construction of training system.
