It is also an important form to realize the aim of the responsibility of public management, providing public goods and upholding public benefits when government being a public department.In this thesis, the theory of public goods and public responsibility of government is used to analyze the public goods attribute and the government's duty to provide public goods when the market is out of control. On the foundation of the store system of national commodities established by the central authority, the necessity of local governments setting up the store system of local commodities is brought up. The principle of personal production and public supply of public goods, complete governmental supply and the supply combined public with individual is made use of to express the feasibility and necessity of various form of the commodities store of local governmental with capacity, technology, financial enterprise and business. Through the use of the theory of public policy analysis, the policy tool is addressed that governmental subsidy and purchase should be used in the local store of commodities so as to make the store fund administrated effectively and used economically. Then, the sustainable development of the store of commodities will be achieved. According to the principle of synergistics, the idea is brought up that store structure of different levels should be set up for the store of local commodities, and the importance of forming a unified, efficient administrating system of the local store is discussed. Through the theory of public administration and the analysis of the example of the store of Shanghai local governmental commodities, current problems and defects of the store system of local commodities will be found. And according to the standard of public administration, to deal with probable economic fluctuation and crisis events, the opinion is addressed that local government should gradually improve the mode of selection, management and financial support of the store commodities; set up the store structure of fundamental emergency commodities such as food and by-food, energy, agricultural production materials, medicine and commodities for anti-disaster and rescue; do some systematical and formal designs and meanwhile avoid some defects that presently exist in the administrating system of the store of both national and local commodities in the aspects of organizing system, store of commodities, form of store, way of supply, financial support and so forth; form a multi-level, widespread and three-dimensional store system which local government of all levels participate in together; provide effective public services for the social stability and economic development.
