Study On The Overall Governance Of Local Government Public Crisis Management Fragmentation In "5.10 Smuggling And Frozen Meat Stealing Event In" Jinping County

The realistic background of the global risk society exacerbates the complexity and uncertainty of modernity.The world is becoming more and more insecure,and all kinds of increasingly complex and frequent public crisis events are difficult for any single level of government and departments to cope with.In the era of economic globalization,public crisis management even requires cooperation on a global scale.In China,local government public crisis management is an important part of the national security system.How to protect local public security is both a problem and a real problem.Jinping County,Honghe Prefecture,Yunnan Province is located at the border of China and Laos and Vietnam,and a series of criminal activities such as border smuggling.Public safety issues are indeed prominent.However,in the process of combating smuggling and border rectification,the local government has problems of management hollowing out and fragmentation,and has not established a systematic,efficient and collaborative large-scale public crisis management system,which is difficult to guarantee the safety of the border people.Therefore,from the perspective of the overall goverment,this paper aims to analyze the fragmentation problem of the local government's public crisis governance through the analysis framework of the overall governance,combined with the overall governance theory and the risk society theory.The literature method,interview method,system analysis method and case study method analyze the case of "5.10 smuggling frozen meat burglary incident" in Jinping County,and try to construct a government,market and society under the framework of"service golden triangle" model.Benign interaction,effective and dynamic coordination of the local government's large-scale public crisis management system,to promote the level of local government public crisis governance,and promote the construction of safe borders,beautiful borders,and harmonious borders.
