Study On The Relationship And The Interaction Between The Local Government And The Local TV Media From The Perspective Of The Public Crisis Management

In our country, complex and volatile social and ecological environment has broughtabout increasingly frequent crisis events, such as the SARS event in2003,the SonghuaRiver pollution incident in2005,the Wenchuan Earthquake in2008and the H1N1virus in2009,which brought great loss to our lives, property,environment and so on. Facing to thecrisis incidents，our government is the subject in the crisis management，its reasonable andefficient operation in the process relates directly to the effect of the crisis management.While media,the participant of crisis governance, is the major medium of informationcommunication and transmission,playing an unreplaceable role in crisis governance.The paper is divided into four chapters. The first one introduces the background andthe significance of this topic, combed the domestic and foreign research review, and makea brief evaluation, introduced the research ideas and methods, research contents andpossible innovation points. The second chapter expounds the interaction betweengovernment and media in this paper, defines related concepts，for instance，the crisismanagement，local government，local TV media，etc. And it analyzes the characteristicand role definition of local government and local TV media’s feature and effect in crisisgovernance. The third chapter concretely analyzes the existing improvement of therelation between Hunan government and Hunan TV media，the existent problems and theircauses from the performance that government and TV media interacted in the ice disasterrelief in2008in Hunan Province.The last chapter puts forwards the correspondingcountermeasures in several aspects such as we should improve the consciousness betweenthe local government and the local media,unblock the channel between the localgovernment and the local media; establish the organization, and also raise the TV media’ssense of responsibility and its own value, providing a number of feasible proposals for thewell building of the interaction between our government and media.
