Accession To The Wto After The Western Local Government Functions And Innovative Research

The government plays an important role in the contemporary economic growth. As to regional economy development, The local government is more important. The western area economy especially lagged behind the eastern area, and the function of the local government is more obsolete, and it can't conform to the new circumstance. Therefore, after China entering WTO, The function of west local government should be changed and innovated to develop the western economy.After summarizing the achievements of research on theory of the government, the article analyzed the function of XI'AN local government. By comparison and systems analysis, and basing on the new method and experience, the article studied the function of the local government with the theory of modern economic theory and advanced the strategics, content and correlative suggestions.Basing on the theory of the government, the article surveyed and studied the present situation of the west local government function after entrying into WTO, and analyzed the opportunity and challenge that it faces with. Then relating with the region circumstance, the article advanced the strategy, content and correlative suggestions of the function innovation of XI'AN local government from three aspects. First, the government innovates its function by the method of "city management"; second, it strengthenes and innovates the public management of the government; third, following with the comparative superiority and competitive advantage, the government supports and promotes the superiority domain and cultivated the cluster in region, then develops the regional economy.
