Study On The Causes And Means Of Good Goverance Local Mass Incidents

With the continuous deepening of reforming and opening up, the accelerating process of urbanization, economic structure and social structure has undergone profound and complex changes. A market economy, the adjustment pattern of social interests, making social conflicts and social problems growing, mass incidents continue to occur and the scale is increasing, as the outstanding problems affecting social stability.Since 2005, high-fat trend of mass incidents is a way to test a variety of extreme contemporary China's political system and social management mechanism. General domestic and international theorists crisis management from the government or social problems perspective of group events, these studies in a more rational analysis of the causes of group events, features, rules, dangers, should put forward policies and measures to prevent. Based on the existing basis of similar studies, tries to analyze the factors on the population of government events, local community events to discuss the occurrence and development mechanism, and prevent mass incidents to explore the good governance.The article is formed of five parts: The first part is an introduction, the first account of this paper is to study the causes and how to prevent and divert mass incidents; then to define the concept, outline the significance of topics; on the basis of the summary of research status at home and abroad, it also pointed out research ideas, methodologies and theoretical frameworks, and determined the impact of the three variables of group events, and pointed out that innovation of this paper. The first three chapters of this paper is the impact of group incidents detailed analysis of the three variables, respectively, demonstrated the shortcomings of public participation, the structure of government capacity imbalances and the government elite decision-making biases that lead to mass to the incident, with each chapter appropriate case studies to prove the point. The first chapter analyzes the impact of public participation mechanisms to group incidents, firstly describes the "ideal " public participation mechanism should be multi-faceted positive interaction, and then through the list of the real plights of participatory mechanisms, indicating the current state of participatory mechanisms in the inefficient, Comparison of methods used to demonstrate the problems involved in the mechanism and mass incidents have what relevance. The second chapter analyzes the mechanism of government capacity variables, first describes that all healthy aspects of government capacities should be developed comprehensively and balancedly, then through the facts, it shows that the current government capacity building in government only strengthened the capacity and forced extraction capacity, and relatively weakened the regulatory capacity, support capabilities and distribution capacity, discussed the uneven development of government capacities and the relevance of group events, and pointed out that the "grotesque" is how the government abilities affect the structure and the development of group events.The third chapter is about the elite decision-making variables, first in accordance with national conditions, it set the correct official positions which meet the current systems and the mainstreams, and then listed a number of wrong positions and ways of some government elites in the real life, showed the ananlysis on the impact on the occurrence and development of the events impacted by making decisions of the government elite groups. The fourth chapter analysed and discussed the impact of event-related groups on the basis of three variables in the first three chapters and put forward the good governance.In order to reduce the source of group events and guide and dispose the incidents properly when they happen. It shows that we can open and expand the participations in governance, develop the government capacities comprehensively and balancedly, regulate the positions and behaviors of the decision-making elites.
