Research On Predicament And Countermeasures Of The Government Information Disclosure In Public Crisis Management

China is at a critical stage of development,and public crises broke out frequently:The society is experiencing the throes because of the transformation.The crises must be contained and the disruption should be minimized,because they destroy the normal order of society and hinder economic development.As the public crisis occur suddenly,the government must make a response and decision as soon as possible,try everything to curb the spread of damage,the information disclosure is one of the most important parts.Timely and true information dissemination can quickly send the actual situation to the public and eliminate the breeding of the rumor,the government would gain the trust and support of public opinion.It must be admitted that our country has made some progress in the public crisis information disclosure.For example,In May 1,2008,the government information disclosure regulations began officially implemented,which means that Government information disclosure began to have a more standardized legal basis.The emergency information management mechanism and the news spokesman system of government departments have also been developed as well.However,the government has faced many difficulties facing with the public crises,especially with government information disclosure.First of all,in many cases,the government's public crisis information release is not timely and true;second,the change of social environment also make a lot of problems,especially under the background of development in the new media,the fast change of public psychology and consciousness;thirdly,due to various reasons the government traps in "Tacitus trap".and public opposition in opinion is so strong that makes the govenment often fails.To investigate the reason,there are not only subjective as well as objective.Because the demand of improving the government's ability of handling public crises is more and more high,this paper tries to find the predicament from the specific cases and the reasons behind them,combining with the characteristics of public crisis in our country under the new situation,in order to provide basis for finding the correct path of public crisis management.
