The Study On Security Administration Of The "Socialmen" In The Tianjin Binhai New Area

With the development of the reform in the Tianjin Binhai New Area, more and more"unit persons"turn to be the"socialmen". A good many"socialmen"have been in the free administrative blind spot, as a result, measures have been given on problems and solutions. Traditional social security administration practices no longer conform to the changing situations. It is an important strategic issue that strengthens security administration of the"socialmen"in the Tianjin Binhai New Area, and plays a good "social man" an active role in helping the development of Tianjin Binhai New Area reform and opening up.Management and service of floating population is an important content and foundation of social security administration and it is a hot spot of society. Based on the functions of public security work positioning, the thesis divided Tianjin Binhai New Area"socialmen"into six groups: surplus rural workers, laid-off workers, unemployed people, selfemployed people, retired ex-employees and the farmer losing farmland. The thesis analyses the features of the Tianjin Binhai New Area"socialmen"in depth and the influence on social development and social security implications. Meanwhile it proposes recommendations and countermeasures of security administration of the"socialmen"in the Tianjin Binhai New Area.The thesis is composed of four parts. In the first part, the thesis presents the prominent problems of security administration of the"socialmen"nowadays, and the significance of strengthening security administration of the"socialmen"in the Tianjin Binhai New Area. In the second part of the thesis, the thesis states the inevitability of their birth and development, the main features and the contribution to the socio-economic development as well as the impact of social order and stability. In the third part of the thesis, the study analyses the difficulties and problems of security administration of the"socialmen"in the Tianjin Binhai New Area. In the forth part, based on the above analysis, the thesis makes suggestions on security administration of the"socialmen"in the Tianjin Binhai New Area.
