Research On Floating Population Cirme Of Binhai Core Area Of Tianjin

As a new social group and class, the amount of floating population along withthe economic development speed and the improvement of urbanization are increasing,the quantitative growth has become an irreversible trend. But as a result of socialunfair income distribution, urban and rural dual structure difference, laboremployment system being not perfect, the lack of endowment assurance and otherreasons, the floating population in the whole social stratification has been at thebottom position. Because of the great gap in politics, economy, culture, education,medical care, social insurance, and so on with people of other social classes, seriouspsychological unbalance emerges, and then has caused the expansion of the number offloating population crime and the deterioration of the nature.This paper first reviews the present research situation of the domestic andforeign floating population crimes theory, and uses the social stratification theory,population law theory, criminal sociology theory to mine the source of floatingpopulation crimes and the general law, at the same time, combined with themanagement of the floating population and the practice of dealing with the floatingpopulation crimes in New York and Shanghai, we can find out the methods of learningand enlightenment.Through the original investigation and study on the floating population andcrime within Binhai core area, the floating population crimes characteristics and lawsof Binhai core area has been found out, and with deep analysis of the causes andconsequences of crime existence, and then by a political, economic, administrative,legal, cultural, education, social function, overall coordination and strengthening themanagement of the floating population and services, through three different levels ofthe government, enterprise and community, we can increase their sense of belongingin the urbanization process, and put them in the city life and play a more active role inwork, to reduce the crime rate of the floating population.
