Tianjin Binhai New Area (BNA) was considered as a test area of Synthetic Supporting Reforms under the background of economic globalisation and regional economies integration, which is a necessary choice when Chinese society economic reform enters the critical stage. Synthetic Supporting Reforms of the BNA currently has become the focus of all the parties, and it is prior to carry and try many new measures, but the old system still exists, so this reform is complicated and arduous. To carry out Synthetic Supporting Reforms of the BNA successfully, we urgently need legislation to regulate and protect the reforms. So it is an important issue to strengthen the protection of the BNA.In addition to the preamble and the conclusion, this paper is divided into four parts:Part I: Analyse the reasons for the Synthetic Supporting Reforms in the decomposable way, so that we can have a basic understanding of it. Then the author discusses the legislative significance of the Synthetic Supporting Reforms, namely promoting the development of law.Part II: From the angle of theory, history and relative urban reforms, it is the objective need to strengthen legislation to protect the reforms of the BNA.Part III: After discussion of new reform measures taken by the BNA, the author analyses the legal issues in the Synthetic Supporting Reforms in depth.Part IV: The author suggests that it is urgent to strengthen local legislation according to the actual situation of the BNA. Then the author illustrates the necessity of local legislation and discusses the principles of legislation that we should adhere to during reforms of the BNA . At last, the author gives seven legislative proposals on the legal issues in the third part.In sum, strengthening legislative protection is an effective measure for the Synthetic Supporting Reforms of the BNA, and it is a fundamental way to march into the legal track and implement the rule-by-law strategy.
