Study On The Team Construction Of Community Correction In Binhai New Area Of Tianjin City

Community correction,as a new law system and an important part of reformation in the law system and working system,plays important roles in promoting the community correction subjects return to the society rather than committing crimes again,resolving conflicts and disputes as well as in constructing a harmonious society.With the development of community correction and the increase in the number of the community correction subjects,the contradiction between the present great amount of correction tasks and the need for a professional team of community correction is becoming more urgent which has become a main constraint in the practice and development of community correction.Consequently it is very essential to build up a team of community correction mainly composed of professional correction staff with auxiliary help from community social workers and volunteers.On the base of the investigation and analysis of the present situation of the community correction working staff in Binhai New Area of Tianjin,this paper is to point out the existing problems as follows in the staff of community correction in Binhai New Area of Tianjin: the vague ranges e of functions and responsibilities among the working staff,improper allocation of the working staff,urgent need for the improvement in quality of the professional staff and effective assessment and incentive measures,shortage of expense for the construction of the community correction staff and development in the involvement in the community correction from society.As for above problems mentioned above,this paper puts forward following suggestions for the staff construction of the community correction,namely,firstly,establishing a clear executive responsibility of the judicial administrative authority,secondly,proper improvement in allocation of the human resources and strengthening the construction of the the community correction working staff,thirdly,establishing strict access system and detailed professional training,fourthly,making and regulating effective Assessment and incentive measures,fifthly,guaranteeing the expense for the community correction,finally,developing and promoting the involvement of community the community correction.
