The Research On Local Government Performance Evaluation In China

With the'new public management' movement in the late 20th century, the ideology of government performance evaluation has generated through it. Government performance evaluation has developed both in theory and practice through years and now it has become an efficient instrument for the promotion of public administrative system reforms, government decision-making capacity as well as administrative efficiency and service quality. Ever since the 1980s, some local government and units have been exploring and innovating to do various forms of government performance evaluation work based on the successful experience of western countries and their own situations, which has turned out to be fairly successful. However, problems still exist in the following aspects:lack of attaching importance on the evaluation; unreasonable indicator system and lack of legal guarantee. All these lead to the insufficient adoption of the evaluation results and make the local evaluation be a mere formality. This paper summarizes and analyses the developing process and patterns of the government performance evaluation work both in the western developed countries and in China. Based on the examples of Qingdao, Haerbin and Yangpu District, Shanghai, the author analyses the experience and deficiency in China's local government performance evaluation system and raises some countermeasures to perfect the local government evaluation work in China.The thesis will be divided into four parts:1. Preface. This part will talk about the background, significance and research methods of the thesis along with a brief review of the performance evaluation home and abroad.2. Local government performance evaluation theory and practice. In this part, the author, on one hand, defines some concepts of the local government performance evaluation and elaborates the theoretical basis of the government performance evaluation. On the other hand, introduces developing procedures and major patterns of China's government performance evaluation system as well as a overview of that in the western countries.3. Analysis of field practice of some local government performance evaluation work. The thesis analyses practice of performance evaluation work in Qingdao, Haerbin and Yangpu District, Shanghai as well as their deficiency and experience.4. In view of the current problems and deficiency in the local government performance evaluation work of Qingdao, Haerbin and Yangpu District, Shanghai, the author raises some countermeasures to perfect the work of local government performance evaluation in China.
