Since the reform and opening up, with the transformation of China’s economic system,the Chinese government has carried out a series of corresponding political system reform.Such as the transformation of government functions and the reform of personnel system,strengthen the construction of legal system, increase the openness of the government’s behaviors. As an advanced management concept and management tool, performance evaluation is introduced into the daily work of our government. Especially in recent years, the local government has carried out different forms of performance evaluation research and practice in China, and promote the overall development of government performance evaluation. However, due to the theory and practice of performance evaluation in our country started late, so there are still some problems. For example, the index system is not reasonable enough, the assessment method is not standardized. This paper to government performance evaluation theory as the foundation. Through the analysis of China’s local government performance development process and the main problems, and on the experience of western developed countries reference, committed to exploring a suitable for China’s national conditions, local government performance evaluation system.This paper is divided into six parts. The first part is the introduction. Including research background and significance, research status at home and abroad, put forward the main research ideas and framework of the paper. The second part is an overview of the relevant theories of government performance evaluation. Mainly includes the definition of the connotation of government performance evaluation, as well as the theory of government performance evaluation, including the theory of Balanced Scorecard, business process reengineering theory. The third part is the development status and problems of local government performance evaluation in our country. This part analyzes the development course and current situation of the performance evaluation of local government in our country,and puts forward the main problems existing in the performance evaluation of local government at present stage. Including the assessment of the main body is too single, the evaluation index system is not comprehensive, strong subjectivity, assessment methods are not standardized, the assessment procedures are too formal, the use of assessment results and supervision is not in place. The fourth part is the practice and Enlightenment of foreign government performance evaluation. This paper introduces the main experiences andpractices of the developed countries in the aspects of the performance of local government performance, the performance evaluation of local government, the performance evaluation and assessment methods, and get the beneficial enlightenment to our country. The fifth part is the improvement of the performance evaluation system of local government in China. Mainly according to the problems in the third part, a summary of China’s local government performance evaluation, combined with the fourth part of the developed countries experience introduction. It puts forward the improvement of evaluation subject, evaluation procedure,evaluation index, evaluation method, evaluation result application and supervision. The sixth part is the implementation of the local government performance evaluation system. Safeguard measures are broadly divided into three categories, including the local government performance evaluation system of the legal protection,technical support and supervision guarantee.
