For a long time,the Chinese government has always been troubled by the performance management assessment information distortion caused by the deviation of the results of the assessment and the assessment failure.Both the government and general public had beared the high cost performance information distortion.Government performance evaluation information distortion is the result of many factors caused by both technical,environmental factors and other objective factors,including the assessment of the subject,the object assessment and other subjective factors.Inaccurate performance results always are a major problem facing the government performance evaluation,and cheating is an important reason behind this problem.Compared with the technical limitations of the environment,to assess the behavior of the subject is more likely to lead to bias the results of the assessment,most assessment information directly from the assessment of the object,the value of information provided by the government directly affect the results of the assessment.The problem is not only China,but also the common problem of governments worldwide.Considering the study of government performance cheating,especially there is few empirical research in domestic,the author designed and conducted research on the government performance evaluation information distortion problem questionnaire,the research carries on the preliminary exploration,so as to make up for the inadequacy of this paper.A total of 387 questionnaires,the recovery rate of 96%,among civil servants,institution staff and the general public.The statistics found that the role of government performance evaluation plays respondents overall evaluation is not high,the civil servants of their department performance evaluation information distortion perception survey,only 2%believe that there is no distortion sector,98%public sector performance evaluation believe that there are more or less distortion.This reflects the presence information from the side of government performance evaluation distortion and distortion is more serious in some areas.This paper argues that performance evaluation information distortion is a common problem in the world,but also has significant Chinese characteristics.On the basis of international research results and sort based on China's national conditions,the paper depicts and analyzes various performance information cheating of local government performance evaluation,and divite it into the hidden and overt cheating cheating.Invisible cheating include two types:high-scoring indicators continue to strengthen and weaken the poor performance indicators "active learning";only concern is to measure the performance of "negative learning".Overt cheating is a direct fraud,including shoddy,fabricated data,statistical distortion in three forms.Meanwhile,the paper focuses on the evaluation of citizen satisfaction in cheating phenomenon.As the the main way to achieve "political participation" and to become"information supply and decision-sharer",the proportion of citizen satisfaction assessment in performance appraisal increasing optimization.However,local government citizen satisfaction assessment is still plagued by a variety of performance cheating fraud.Satisfaction survey results are treated as performance,producing extremely high satisfaction results.Why do the government performance results distortion?What is the cause of the induced government performance cheating?This is to improve the government performance information quality,improve the government credibility and execution must answer the question.The cause of cheating in the government performance system conditions and the system mainly includes two parts.System include:performance targets,unreasonable appraisal system Settings;Chinese style decentralization system,the officials appointed and appraisal system.At the same time,the distortion value orientation and the performance of public organization and management culture is also the indispensable conditions of system.In addition,the transfer process and implementation mechanisms collection of performance information in the multi-sectoral collaboration and lack of supervision,may result in the Government Performance cheating.On this basis,this paper attempts around this survey results,combined with existing research in particular international and comparative public administration research scholars beneficial experience of Western countries,the performance of cheating circumvent some discussion.The author proposes to strengthen social norms to shape the honesty of public administration environment,adhere to the subjective and objective index combining principle,flexible contingency,improving indicators such as esteemed build scientific and reasonable performance index system,strengthen supervision and punishment for cheating,improve and perfect the incentive mechanism to dodge the feasible path of cheating.
