For nearly a hundred years development, volunteer service has taken their own advantages in various fields, as an essential function of the social development in today's world. In China, college volunteer service not only become an important means of educating, but also be an effective carrier of mobilizing young people to join the development of economic and social. Therefore, based on the University campus, as an advance culture of the volunteer culture, it is great significance for promoting the progress of the social cultural and the healthy development of the campus culture to study systematic the University volunteers cultural.This paper views University volunteers cultural as a sub-culture of social cultural, committed to analyze its content, production, development, power and trends deeply. In an effort to form an independent university volunteers cultural theories by expounding the following aspects.First, expounding elements of the University volunteers culture, and getting its value that is reflected in discussion of its function;Second, In-depth discussing the process of University volunteers culture development, efforts to sort out more clearly and to phase the development of context characteristic analysis;Third, discussing the power mechanisms of University volunteers culture development from the external power, internal power and value power, the cultural development.
