A Study On The Devolopment Mechanism Of China's Mobile E-Government

The implementation of E-Government is a profound change for the government administration, which is also an important innovation on the administrative management fields. Following with the rapid development of communication technology and the sustainable growth in the number of mobile users in China, the trend for mobile informatization is gradually more and more obvious. So the pattern of E-Government must be adaptable with this trend. The impetus of technology and the imperative demands of public become an important power for the development of E-Government. The new pattern of E-Government has a wide range of use in China, which has priceless value in the development of China's government administration. Also E-Government has a splendid future in China.From the research and development background in mobile e-government, this paper firstly made a definition of mobile e-government and the relationship between mobile e-government and e-government. Then the author analyzed the theoretical basis and practical needs of mobile e-government development in today's China. Based on these analyses and the comparison between developed countries'and China's mobile e-government application examples, this paper outlined the status quo of the development in China's mobile e-government, and summarized the main problems faced in the initial stage of the mobile e-government's development in current China. In response to these problems, the author raised some specific methods to solve them. Moreover this paper gave the basic framework and overall idea of the development mechanism in the way to build the mobile e-government.Focused on the subject of intensifying the developing mechanism, this paper proposes some innovations concentrating in two aspects. First, development is the last word. Based on the principle of development, this paper describes the development mechanism of Mobile E-Government, which is promoting, improving and accelerating its development. In this paper, the author summarizes the main contents of Mobile E-Government that includes three keywords of management mechanism, the four patterns of operating mechanism, the four forms of technique mechanism and multiple functions in service mechanism. Second,theory comes from practice and must be combined with practice. This principle demonstrates the structure of the development mechanism of Mobile E-Government, which can be explained in the following views. The theory of science leads the practice of development mechanism; which serves as a direction for Mobile E-Government. Also the technology of network is the basement of development mechanism and the social demands are the power for the promotion of development mechanism. The legal system is the safeguard for the operation of this mechanism. According to the basic principle "serving for people", "Four Effects"-effect, performance, efficiency and benefit are the core value for the development mechanism.
