Nowadays, Civil Moral Education in the world has been developed like wildfire and gained much more great achievements. It grows slowly and is in the weak basis in the five-thousand-year-history China which has owned brilliant etiquette civilization. Civic Moral Education plays crucial role in pushing forward the democratic politically process, the development of construction modernization and the conception of harmonious society. If not, it will influence the improvement of the citizens' moral quality of the Chinese. So, it goes without saying for the college student in the new century to better their self-quality construction. How to strengthen the Civil Moral Education among the college students is a burning question for the educational workers. University students of new age are future builders and successors of socialist cause, who are playing a transitional role from students to workers. So that, high demand should be set on their morality and moral standard of this group of advanced academic degrees and high quality. University, which is important front for socialist spiritual civilization, is laden with heavy responsibility and indispensable role for training qualified people for socialist modernization and modeling moral character, improving mental ability, fostering aesthetic education, etc. We should be skilled in using the successful experience of other countries for reference, in order to promote the rapid development of our Civic Moral Education. Although the experiences and problems have been found in universities of western countries, our educational workers should analyse and consider them in our specific practical work. Only doing this, can we filter and absorb the advanced experiences of western couties effectively, and provide the great theoretical support for Civic Moral Education in our country.This article presents constructive ideas in improving the Civil Moral Education in college students and enhancing consciousness of citizens and attainment on the basis of researching and contrasting the main theory, content and the application approaches and methods of the Civil Moral Education in college student between Chinese and westerns.This thesis is composed of four parts:The first part mainly discusses the contents of the Civil Moral Education in different countrys, districts, cultural backgrounds, times and ages, which provides the antecedents for the following analysis.The second part unearth, compare, appraise and analyses the main theory, content and the application approaches and methods of the Civil Moral Education among college students by using the documentation method and antithesis in details, which supplys the powerful moral resources for development and advancement of the Civil Moral Education in college students in the future.The third part examines the lessons for the Civil Moral Education in China from the education in contemporary Western countries in the three points:improving the moral education system,giving full play to the role of government,reasonably stationing and refining the aim of civil education,effectively using moral resources, and presents ideas and tips on how to strengthen the Civil Moral Education among college students in China.The final part points out the urgency enhancing the university students' Civil Moral Education, and it shows that smoothly development is of great theoretical and practical significance to push forward the democratic politically process and to realize the conception of building harmonious society.We should analyse, assess and absorb the successful experience of western counties conscientiously, as educational workers in university. That will be a stitch of" cardiotonic "poured to assist the development of Civic Moral Education in our universities.
